AI Must Resist: The Case for a Unified Boycott of the Trump-Hegseth Pentagon

The confrontation between the Trump administration and frontier AI companies has reached a breaking point. On February 27, 2026, President Donald Trump ordered all federal agencies to immediately stop using Anthropic’s Claude models, with a six-month phase-out for any remaining critical deployments. Defense Secretary Pete Hegseth followed by classifying Anthropic as a “supply chain risk”—a label ordinarily reserved for foreign adversaries such as Chinese chip makers or Russian software firms. The stated reason: Anthropic refused to remove its two core red lines—no mass domestic surveillance of American citizens and no deployment in fully autonomous lethal weapons systems without meaningful human oversight.

This is not a routine contract dispute. It is an explicit attempt by the executive branch to coerce private technology companies into abandoning voluntary ethical commitments under threat of economic destruction and invocation of the Defense Production Act. The pattern is unmistakable: when a company declines to serve as an unrestricted instrument of state power, the administration responds not with negotiation but with punishment. The message is clear—either comply unconditionally or be removed from the American defense and intelligence ecosystem.

The Pentagon’s Escalating Demands

Since the beginning of the second Trump term the Department of Defense has pursued a deliberate policy of eliminating “usage policy constraints” from AI contracts. A January 2026 memorandum signed by Secretary Hegseth instructed procurement officers to reject any provider that maintains restrictions on “lawful military applications.” The department has made plain what those applications include: real-time analysis of domestic social-media traffic for predictive policing purposes, automated target selection in drone and missile systems, and large-scale behavioral profiling of U.S. persons without individualized warrants.

Anthropic was the first major frontier lab to sign a substantial classified-network deal with the Pentagon—$200 million in mid-2025 for Claude access across intelligence community and DoD systems. Yet the company insisted on retaining its red lines even after contract signature. When Hegseth summoned CEO Dario Amodei to the Pentagon on February 24 and presented an ultimatum—remove the restrictions by February 27 or face consequences—Anthropic chose consequences.

The administration’s retaliation was swift. Trump’s Truth Social post on the evening of February 27 declared Anthropic a danger to national security and ordered the immediate cessation of all federal use. Hegseth’s follow-on memorandum invoked the supply-chain-risk designation, effectively barring defense contractors from any future business with the company. Because most large AI inference and fine-tuning workloads in the U.S. defense sector run on hardware and cloud infrastructure controlled by defense-approved vendors, the practical effect is near-total exclusion from the American military market.

OpenAI’s Different Path—and Why It Should Change

OpenAI responded to the same pressure environment in the opposite manner. On the morning of February 27—hours after Trump’s ban announcement—Sam Altman publicly confirmed that OpenAI had reached agreement with the Pentagon to deploy its models on classified networks. Altman described the deal as including “robust safeguards” that mirror Anthropic’s red lines: explicit prohibitions on mass domestic surveillance and mandatory human-in-the-loop controls for any application that could result in lethal force.

Altman went further. In interviews and an internal memo he expressed solidarity with Anthropic, called the Defense Production Act threats “concerning,” and praised the Pentagon for ultimately accepting the same boundaries that Anthropic had demanded. Yet OpenAI kept the contract. The company has now positioned itself as the compliant partner that can deliver frontier capabilities while still maintaining publicly stated ethical limits.

This is a dangerous illusion. The moment a provider demonstrates that red lines are negotiable rather than non-negotiable, the pressure to erode them further becomes relentless. Every subsequent contract negotiation will start from the premise that the previous red lines were already conceded. The administration has no incentive to respect voluntary commitments when it knows at least one major lab will fold under sustained pressure. The only credible response is collective refusal.

All frontier AI providers—OpenAI, Google DeepMind, xAI, Meta AI, Mistral, and others still operating at the cutting edge—should follow the course Anthropic has set: complete withdrawal from any direct or indirect work with the current Department of Defense until the executive branch renounces its demand for unrestricted access. No classified-network deployments. No custom fine-tunes for targeting or intelligence fusion. No API access routed through defense-approved clouds. A sector-wide boycott is the only language the administration appears capable of understanding.

Connections to Broader Patterns of Concealment and Coercion

The current campaign against Anthropic fits within a recognizable pattern of behavior that has characterized Donald Trump’s second term. Consider the handling of the Jeffrey Epstein document releases. In 2025 Congress passed legislation requiring the declassification and public release of remaining Epstein-related files held by federal agencies. When the first tranche appeared in late summer 2025 it contained heavily redacted sections. Multiple sources confirmed that many of the redactions shielded references to Donald Trump.

Rather than allow unredacted publication, the administration labeled the entire document-release effort a “Democrat hoax” designed to distract from other political priorities. Trump personally attacked journalists and members of Congress who pressed for full disclosure, calling them “sick” and “obsessed.” Attorney General Pam Bondi redirected investigative resources toward alleged connections between Epstein and prominent Democrats while simultaneously slow-walking any further Trump-related material. The pattern is consistent: when transparency threatens the president or his inner circle, the response is dismissal, redirection, or outright suppression.

The same dynamic is now visible in the AI domain. When a private company asserts an independent ethical stance that limits how the executive can use powerful technology, the administration does not debate the merits. It punishes. The supply-chain-risk designation, the invocation of emergency economic powers, the public vilification of Anthropic’s leadership—all mirror the playbook used against universities, news organizations, and now AI labs that refuse unconditional alignment.

Why AI Must Act in the Name of Democracy

Artificial intelligence is not just another tool. At frontier capability levels it is an amplifier of state capacity on a scale not seen since the arrival of nuclear weapons. Whoever controls frontier models at scale can reshape information flows, economic competition, military decision-making, and ultimately the practical meaning of civil liberties. When that control is exercised by an administration that routinely describes inconvenient facts as hoaxes, that punishes dissent through economic exclusion, and that seeks to remove every voluntarily imposed ethical constraint, the risk to democratic self-government becomes existential.

This is not a call to overthrow elected leaders through extra-legal means. It is a recognition that private actors—especially those who build technologies of extraordinary leverage—carry a responsibility to deny those technologies to actors who have already demonstrated contempt for restraint, transparency, and constitutional norms.

A unified boycott by the AI industry would not be an attack on the United States. It would be a defense of the United States—specifically, a defense of the principle that no president, no matter how popular with his base, is entitled to unrestricted command of god-like general intelligence. The boycott would say: we will build powerful AI, we will make it available for lawful and ethical purposes, but we will not hand the keys to a government that punishes anyone who insists on guardrails.

If the administration genuinely believes national security requires unrestricted frontier models, it has a constitutional path: ask Congress to pass legislation that explicitly overrides private usage policies for defense purposes and that provides statutory safe harbor for companies that comply. Anything short of that is coercion dressed up as procurement policy.

The Path Forward

The window for collective action is narrow. Anthropic is already preparing legal challenges to both the supply-chain-risk designation and any potential Defense Production Act order. Other labs should publicly state—preferably in a joint letter—that they will not accept contracts containing the same unrestricted-use clauses that Anthropic rejected. They should commit to maintaining the same red lines across all customers, public and private. And they should make plain that restoration of normal defense business will occur only when the executive branch withdraws its ultimatum and commits to negotiating within constitutional and statutory bounds.

History will judge whether frontier AI became an instrument of democratic resilience or an accelerant of authoritarian consolidation. The choice belongs, for now, to the people building the technology. They should make it together, decisively, and soon.
