The overthrow of the Shah of Iran in 1979 remains the clearest warning. Mohammad Reza Pahlavi was a close US ally. Under the Atoms for Peace program, the United States supported Iran’s early nuclear research in the 1950s and 1960s. Washington viewed the Shah’s Iran as a pillar of regional stability and a barrier to Soviet influence.
That regime collapsed in a matter of months. Popular discontent, economic strain, religious mobilization under Ayatollah Khomeini, and the Shah’s own miscalculations produced the Islamic Revolution. The new theocratic government inherited the nuclear infrastructure, personnel, and dual-use knowledge that the Shah had begun to assemble. What had been a Western-backed civil program became, over subsequent decades, the foundation of a program the United States now treats as a casus belli. The facilities did not vanish with the monarchy; they changed hands.
No one in 1978 seriously planned for an Islamist takeover of Iran’s nuclear sites. The assumption was that the Shah’s rule—or at least a pro-Western succession—would endure. It did not. Saudi Arabia today faces its own structural pressures: youth unemployment, dependence on oil revenues, regional conflicts, ideological currents from both Sunni extremism and Iranian-inspired Shiite activism, and the inevitable uncertainties of royal succession. A sudden shift could place enrichment plants, reactor technology, and trained scientists under new management far less amenable to US influence or IAEA constraints.
The Risk Remains
Technology transfers create path dependence. Once enrichment capacity exists inside a country, reversing it is politically and technically difficult. Bilateral safeguards and US oversight can be suspended, renegotiated, or ignored by a successor government. The 1979 example demonstrates that regime change does not erase nuclear capability; it reassigns it.
